Telangana electric vehicle policy launched: Key highlights

The Telangana government, as part of its new policy to promote electric vehicles, offers 100 per cent exemption of road tax and registration fee for the first two lakh electric two-wheelers purchased and registered within the state, according to the State Electric Vehicle and Energy Storage Policy.
Telangana Ministers KT Rama Rao and Ajay Kumar on Friday launched the policy which will be effective from 2020 to 2030.

The policy also gives 100 per cent exemption on road tax and registration fee for electric tractors purchased and registered in the state as per the existing rules/guidelines applicable for tractors by the Transport Department, it said.

"To make Telangana a major base for EV and ESS (energy storage system) sectors and to attract investments worth USD 4.0 Billion and create employment for 120,000 persons by 2030 through EVs in shared mobility, charging infrastructure development and EV and ESS manufacturing activities," the policy said.

Generate demand for battery storage solutions by driving EV adoption incentives and supply side incentives for battery manufacturing, it said.

To proactively support creation of EV charging infrastructure in the initial phase and eventually create a market for commercially viable EV charging business.

The policy called for developing Telangana as a global centre for cutting-edge research and innovation in electric vehicles, battery technologies and other emerging technologies such as autonomous/connected vehicles.

The state government shall facilitate setting up of initial batch of fast charging stations in Hyderabad and other towns in a phased manner, by state entities and private players.

The government shall extend tailor-made benefits to mega and strategic projects on case to case basis.

Investment of more than ₹200 crore in plant and machinery or providing employment to more than 1,000 people shall be categorised as mega project, according to the policy.

"Telangana has come out with an extremely comprehensive policy. We also ensured that energy story policy is clubbed in with the EV policy because these two are tight- knit ideas which need to work cohesively...we have taken a pragmatic approach while designing this policy and consulted industry leaders," Rama Rao after unveiling the policy.

The government on Friday signed MoUs with five firms which are set to invest in the EV space.

MoRTH Proposes Waiving off Registration And Renewing Charges For Electric Vehicles

In a bid to encourage e-mobility in India, the Ministry of Road Transport and Highways (MoRTH) today proposed to exempt battery-operated vehicles from payment of fees for issuing and renewing registration certificates. The new draft notification states that any electric vehicle (EV) buyer will be exempted from paying a registration fee for a new EV or a fee for renewal of registration as well. Now to give you an idea, the registration fee for a vehicle ranges from ₹ 300 to Rs 1500 only. So the more substantial thing would be a subsidy in road tax which varies in different states.

Delhi Govt to Stop Subsidies For Purchase of Electric Vehicles as Sales Pick Momentum

In a very surprising move, Delhi government has withdrawn the ₹ 1.5 lakh subsidy on electric cars in Delhi after the first 1,000 units were sold and there are no plans to further extend the scheme. The decision comes at a time when Delhi was inching closer to becoming one of the highest EV selling states. According to official figures, EVs accounted for 7 per cent of the total number of vehicles registered with the Delhi government's transport department in Q2 FY2022, while CNG vehicles accounted for 6 per cent. Over 1.5 lakh vehicles were registered in Delhi out of which 7,869 were EVs, 6,857 were CNG vehicles and 7,257 vehicles could be switched to both CNG and petrol.

Honda City Hybrid prices drop by Rs. 2.9 lakh in Haryana

The state government of Haryana has taken the spotlight following the approval of its 2022 Electric Vehicle Policy. It prompts incentives for small, medium and large-scale electric vehicle component makers and OEMs with an aim to achieve sustainability while financial benefits can also be availed for the buyers who purchase new EVs.

The Haryana residents can avail of a discount of up to 15 per cent if the price of the EV being purchased is between Rs. 15 lakh and Rs. 40 lakh. The discount will be extended to a maximum of Rs. 6 lakh. For full imports too, 15 per cent discount with a maximum of Rs. 10 lakh on EVs priced between Rs. 40 lakh and Rs. 70 lakh is availed.

Another interesting point is the incentives also cover hybrid vehicles as a 15 per cent flat discount will be valid at a maximum of Rs. 3 lakh for hybridised passenger cars costing below Rs. 40 lakh. In addition, a 100 per cent rebate in motor vehicle tax will also be available on new electric scooters, motorcycles and three-wheelers. Considering hybrids, the Honda City eHEV is priced at Rs. 19.53 lakh for the fully-loaded trim (ex-showroom) and taking the 15 per cent discounts into account, the buyers in Haryana can drive home the midsize sedan with a price drop of close to Rs. 3 lakh.
