I think it is difficult to maintain an average of 100 KMPH in the stretch between Kharagpur and Baleswar, due to numerous diversions, bad roads, speed breakers, etc. And traffic is usually very dense between Cuttack and Bhuwaneswar. But the road opens up after that and IMO an average of 100 KM an hour is possible.

Read carefully he has mentioned 100k/hr ave speed beyond Bhubaneshwar. But even then it is difficult AND more importantly avoidable as rightly pointed out it will involve ripping off at 125k/hr or in excess of that most of the time
