Friends,

As the time-limit of the stay on NGT's ban for 10 year and above old vehicles ended on 13 July-2015, No re-registration for 10-yr-old diesel & 15-yr-old petrol vehicles will be allowed. This is the first step taken by RTO authorities to curb the plying of such vehicles on city roads in Delhi and NCR, the RTO has issued guidelines to stop the re-registration of such vehicles on Monday.

Catch-22 situation. Some RTOs are not re-registering more than 10-year-old diesel vehicles, but thing is the ban order by NGT is still being contested by the road transport ministry (RTM). The Delhi government, however, wants to enforce the ban. As of now the ban has not got the support of the RTM. Hearings are still going on. As long as the RTM keeps filing appeals using logical arguments, NGT will keep the case on and might review its order. I am no legal expert, but from what's going on it's evident that the ban is not official yet!

Central government is planning to introduce a subsidy of 1.5 Lakhs to those who replace their 10 year or older cars with new ones as an attempt to control pollution. Better late than never, I think this is a good move from the govt's side.

Delhi traffic police is stopping & impounding 10 yrs older diesel cars & 15 yrs old petrol cars based on order by supreme court, however the GOI scrap policy says if the cars pass the automated fitness test then diesel car can run upto 15 yrs max & petrol car can run upto 20 yrs max.
Delhi Transport department also mention Old vehicles that clear the automated fitness test will normally operate and be barred from impounding & the scrappage policy.

So where do we get this automated fitness test done? I could not find any information on this.

Just posting relevant news links where media is reporting things with keeping few things ambiguous.
Times Drive news
Ashish Kundra, Delhi transport commissioner, told TOI, "The law is laid down and is very clear, and the idea is to drive home the point that these cannot ply and to take action. Our teams would go out and do surveys. We have data from our database and have worked out a strategy for the first phase of action. We are serious about the environmental aspect and are aware that the most polluting of the lot are diesel vehicles. So in the first instance, we will take action on diesel vehicles that are more than 15 years old."

According to the new scrappage policy of the central government, fitness tests of vehicles will be required. These rules will not apply to new vehicles. These rules will apply only to old vehicles. In addition, a 15-year-old vehicle must have a fitness certificate. Fitness centers will be opened across the country for this purpose. The vehicle that passes the fitness test will have to be reregistered.

'RC valid for 15 years but diesel vehicles can’t ply after 10 years'
“The general public is informed that the validity of all category of vehicles in the RC is shown as 15 years. But a diesel vehicle cannot ply in Delhi beyond 10 years in terms of court orders. However, NOC can be obtained for diesel vehicle beyond 10 years but less than 15 years for [other] states which have conveyed their concurrence for registration of such diesel vehicles,” read the notice.
