You have to read it to believe it. With such half baked, half thought of suggestions, what is SIAM trying to achieve. If they are really thinking about the environment, they should first look at those age-old commercial vehicles plying in rural, semi-urban and ignorant cities like Kolkata.

How can a small family sustaining on hard earned money part away with cars built in 1996?

Faced with crippling slowdown and rising vehicle pollution, apex auto industry body Society of Indian Automobile Manufacturers (Siam) has suggested to government that all private cars made before 1996 should be scrapped to boost demand for new vehicles and push sales of environmentconscious vehicles.

Siam has advocated to the government for a regular scrappage policy for private and commercial vehicles as well as two-wheelers to ensure that there is a regular churn and burn-out of old vehicles, while adding new and more efficient ones at the same time.

And, there would be incentives on new vehicle purchases in the form of sops like lower excise and sales tax as well direct cash benefits for those who scrap their old vehicles.

Actually how many vehicles are there which are in running condition ? 10000 ?
I think most of them might me running mostly in rural area.Now there should not be much worry regarding pollution.
But IMO such vehicles should not be allowed in big cities which are already polluted.

PS: What about vintages ?

I wish somebody could propose about good roads and traffic conditions in India which could help prevent pollution by 75percent to be precise.

I think there should be limit of 15 yrs for private cars & 10 yrs for taxi ones. Once this period expires, these should be scrapped or kept in museum.

Btw, atleast in Pune, we hardly see any cars belonging prior to 1996 era. What is seen though are autorickshaws which are as old as 15+ yrs !!

15 year is good enough time to scrap a car. But due to emotional touch people tend to keep them and make them an antique for themselves and for the people as well.

There are many cars on the road which are manufactured before 1996, all ambys, fiats, 25 % of Maruti 800, Mahindra Commander Jeeps, Maruti Jipsy's, there are many. You will find 70% of Fiat taxi's in Mumbai are more than 15 year old.

They (SIAM) will not demand it unless they have the data with them. They can get it from RTO/Insurance companies.

SIAM is here to protect the interests of the manufacturers. They are not concerned about pollution or safety. They want these cars to be scrapped so new car sales increase.
A better option would be a yearly strict fitness test (like UK's MOT) for all vehicles and not the current "passing" we have at present.

What does scrappage policy mean to Indian auto industry?
SIAM recommended that in the first phase India's eight largest cities should be covered and could see as many as 8.9 million passenger vehicles and 1.47 million commercial vehicles being scrapped.

SIAM Clarifies,
This (scrappage policy) should not bee seen as a stimulus package for the industry. This is going to help the people at large as it will reduce the pollution. There is a huge volume accumulation of vehicles of road which is allowed to continue, this could be a major problem. The whole idea is not one time stimulus incentive to clear the system initially but to get it going ahead
SIAM argues that the emission norms have been improved in the last 10 -15 years. The tendency of the Indian consumer is to continue using the vehicle far beyond its expected age. Due to which the vehicles which don't follow any emission norms as they were manufactured way back before this norm came into force, are still running on the Indian roads and entering into Indian cities which today has BS- IV emission norms
The idea is that it is the private sector which will be setting up the scrappage units. There was a pilot project which has been executed by NATRiP to understand what kind of end of life regulation is needed to have finally environmentally friendly methods of disposal, with the help of the industry two-wheelers and four-wheelers, they have been scrapped and what is the final value of the product and how do we finally dispose off the wastage has been looked at, now the issue is we need to scale it up, we need to involve the existing player in the private sector who are efficient as far as disposal is concern, but may not be so environmentally friendly way to get into this entire act of end of life of vehicles
SIAM, Director General said that it would wise to take date of registration and not date of manufacturing while considering the scrappage of vehicle. Talking about multiple ownership of vehicle he added that it has to be seen that how, the incentive offered for scrapping the vehicle to go back to the initial owners

First, they should check and scrap all the vehicles maintained and registered by Government, across India.

They are the ones who emit thick black smoke, choking 2 wheeler riders and pedestrians on road.

Private owned vehicles are mostly in good condition and are used only to certain extent, compared to the public transport / commercial vehicles, which are the major cause for the pollution in our country.

SIAM, stop fooling the people. You cannot take the nation for granted with these bizarre policies of yours, just to mint money out of common people and fill coffins of industries and associated offices / people. [anger]

But why the vehicles manufactured before 1996 only? Does it mean that the vehicles produced after that will not pollute / is not polluting? Poorly maintained 2014 vehicle can be made to pollute a lot more than what a 1996 manufactured vehicle could do.

If they are very much bothered about pollution, let them make pollution certification mandatory every year (may be during insurance renewal)

SIAM, please don't expand this scope to 2 wheelers as well, a bunch of 2 strokers will need to migrate to other countries then.

Everywhere the weaker sects are only targetted first. What i meant weaker sect is we private white board vehicle owners donot pay any sort of bribes in any form to RTO like departments. Whereas the yellow board owners (mostly large business fellas or the local rowdies or sometimes politicians) pay nice packages to them.

Thats what I wanted to say.

Alright,let us do this thing called scrapping ,provided the following comes in to effect.

1) A scrap value for the car ,not less than 20% of the Invoice value.
2)Easy loan for the customer with less interest rates
3)Extra discount on the new car.
4)Toll free highways.(Minimum distance between tolls must be 50 Kms.)
5)One life time tax for whole of India .(The car must be able to run anywhere in India without paying tax again)

These are my take.
Friends please add your own needs. Let us take SIAM to accountability.

Clearly only one objective-raise profits for SIAM members. Rather, ensure that after 15yrs RTOS are strict with quality and safety of the cars. We were a country that was proud of being careful with money spent and most kept all possessions as long as we could-that kept is in good stead till now-the use and throw mentality of the west has only 1 beneficiary-the manufacturer. Now products are made to stop working after a certain time-by design! I do hope our current car manufacturers do not start resorting to this trick as well!

India’s vehicle scrappage policy would focus on eliminating the fleet of old polluting commercial vehicles plying on the country’s roads, reported LiveMint. The report quoted a senior government official saying that the policy has been finalized and they are waiting for the cabinet’s approval, which is expected soon.

The proposed policy would seek to revive the ailing commercial vehicle industry. “The idea is to take old, polluting ones off the roads as they are major contributors towards pollution,” the official told the newspaper.

The policy would entail a manifold increase in the renewal of registration fees of vehicles older than 15 years to discourage the use of older polluting vehicles, including passenger vehicles, the report added quoting the official.

Does the proposed scrappage policy mean that there should not be even a single vehicle older than 15 (or 20 maybe ) yrs roaming on the roads ?
If so what will happen to those vintage and other priceless possessions ? We might not see any of our present vehicles as vintage cars or trucks in future ?
