Also, if some one just tries to mess around with his vehicle on highway, it will be easy to detect that chap.

If looking at Karnataka system, only name is displayed & not the address.

This type of system exists in Chandigarh RTO, but to know the details you need to have vehicle's VIN and other details...
But giving these details to anybody without such filters is not good.

For Kerala RTO you need to enter registration number for retrieval of owner name and few details like make and model etc.

This weblink work for old vehicles registered, I tried my vehicles who were registered in 2009-2010 information was not found. Recent vehicles registration details are not updated.
We can send message to 56006 in this format RTO KA-XX-XX-XXXX ex: RTO KA-01-HM-1234 we get reply with owner name and vehicle details.
Note: SMS charge is 3Rs/msg.
