How Registration Charges are Decided By RTO?

Dear all I need a clarification pl update me. What decides RTO regiatration charges. Example- If a car Ex show room price is 6.5 lakh and dealer gives invoice of car 5.95 lakhs then what will be RTO registration charges. Will it be based on 6.5 lakhs or will it be on actual invoice price i.e 5.95 lakhs. Since I am in Delhi so pl give update of Delhi RTO .

The car registration charges etc. are decided based upon the manufacturer’s claimed Ex.showroom price and not the one offered by the dealership invoice.

I already paid Rs 3000/- as handling charges for my new car to Jia Auto Siliguri . Can I claim for the refund ?
