no this is not true and maruti is very much using same multijet engines from fiat and would continue to do so.Its with the demand and supply from fiat that maruti is unable to produce much of its swift and dzires. But yes fiat has not permitted maruti for its 90bhp multijet.Maruti currently uses its 68bhp multijet engine and only fiat and tata are getting 90bhp one engines on Linea,Punto and Manza.

Yes, there were news that Fiat will commence the agreement between Suzuki and Fiat which allows MS to produce Multi jet engines since VW bought in some amount of stakes at MS and is planning to rebadge its cars and sell them under the VW badge abroad. Basically Fiat wont want to share its award winning technology with VW which gave fire to this news. However no such thing has happened yet.

The engine is designed by Fiat. During their alliance with GM, the design was given to them. GM in turn passed it on to Suzuki (as GM holds a stake in Suzuki). This is how Maruti is manufacturing this engine for its cars. Fiat makes the engines in it's plant for use in Fiat and Tata cars. Now that the Fiat GM alliance is over, there is no way Maruti can get the licence to manufacture the upgraded versions.
