Govt Seeks To Change Rules Related To Vehicle Fitness Test

The government on Sunday proposed certain amendments in the eligibility criteria for setting up an automated testing station to check vehicles' fitness, rules to enable vehicle testing outside the state of registration and the norm to declare a vehicle as end-of-life vehicle.
The Ministry of Road Transport and Highways (MoRTH) in a statement said it has issued a draft notification dated March 25, 2022 to bring certain amendments in the rules for "Recognition, Regulation And Control of Automated Testing Stations (ATS), which were earlier published on September 23 2021.

"These draft rules propose amendments in the following aspects -- eligibility criteria for establishing these stations, automatic transmission of test results from equipment to the server, enabling vehicles registered in one state to be tested in another state, and the criteria to declare a vehicle as end-of-life vehicle," it said.

An ATS uses mechanical equipment to automate the various tests required to check the fitness of a vehicle.

According to the statement, certain new equipments have been added for the testing of electric vehicles.

"A new standardised format has been added for test results," the statement said, adding that the endeavour is to promote ease of doing business.

The notification will remain in the public domain for 30 days for comments and suggestions from all stakeholders, it said.

The government plans to make fitness testing of vehicles through ATS mandatory in a phased manner, starting from April next year.

The requirement will be put in place in a phased manner. Fitness testing for heavy goods vehicles and heavy passenger motor vehicles through an ATS will be mandatory from April 1, 2023, as per the draft notification.

In the case of medium goods vehicles and medium passenger motor vehicles and light motor vehicles (transport), the requirement will be made compulsory from June 1, 2024.

Last year, the ministry had said that entities like special purpose vehicles, state governments, companies, associations and body of individuals may be allowed to open ATS for testing fitness of both personal and transport vehicles.

Fitness testing for personal vehicle (non-transport) is done at the time of renewal of registration (after 15 years).

Prime Minister Narendra Modi had launched the National Vehicle Scrappage Policy in August last year, and had said it will help phase out unfit and polluting vehicles and also promote a circular economy.

The vehicle scrappage policy will come into effect from April 1, 2022.

they need to remove that nonsense sub 4 meter rule and allow full bodied vehicles to and regulate licensing issues.

Government To Make Transport Vehicles' Fitness Test Mandatory From 2023

The Ministry of Road Transport and Highways (MoRTH) issued a notification today, amending Central Motor Vehicle Rules, 1989, and making it mandatory for transport vehicles to get a fitness certificate only through a registered Automated Testing Station (ATS). All transport vehicles will have to get mandatory fitness certificates only from automated testing stations from next year. The ATS would provide a fitness certificate for two years for vehicles up to 8-years old and one year for vehicles older than 8-years.

As per the notification, for Heavy Goods Vehicles/Heavy Passenger Motor Vehicles such verification will become mandatory from April 1, 2023, and for Medium Goods Vehicles/Medium Passenger Motor Vehicles and Light Motor vehicles (Transport) from June 1, 2024. The ministry had earlier issued a draft notification proposing the changes in rules and had given 30 days' time for stakeholder consultation and raising of objections or suggestions before issuing the final notification.

Excellent, anything to improve vehicle safety is a real benefit. However, I still find it unacceptable that a new car only gets a fitness test after 15 years !!! The vehicle could have easily covered 200,000 kms or more without a fitness test, absurd, dangerous and unacceptable.
In the UK a new private vehicle has to be fitness tested when 3 years old, and then every year after. I work in a garage that includes fitness testing (MOT TEST) and am appalled at the dangerous condition of some 3 year old vehicles. Personally I would like to see fitness testing every year from new.
India has moved into the Expressway Era, vehicles will be travelling at 110/120 kmh and it is ridiculous to allow an untested vehicle up to 15 years old to be driven on these roads.
No excuses, safety must be number 1 !!!

You're absolutely right, however my issue is, I have permanently moved to Chennai which is 2000km from my RTO office which my car is registered in.. But I do not want to change my vehicles registration simply because: 1. TN cars are usually discriminated a lot, and 2. I will be frequently visiting north in this car.

Things are moving to a more automated and standardized system across states, which should help make the process smoother.
But would it be possible to do so in a different state??

In the UK you can fitness test (MOT) your car anywhere in the country, regardless of the registration district. We have over 23,000 testing stations, and over 36 million cars. Every car has to be tested every year. That means each testing station checks about 6 cars per working day. Some have multiple test facilities. Cars can just turn up for a test and do not even have to book an appointment.
The Fitness Test is very comprehensive and typically takes 45 min to an hour. All information is added directly to the Government Data base.
