"Government has taken a host of citizen-centric steps to facilitate mobility. An IT-based solution for vehicle registration is one such effort. However, one of the pain points in the vehicle registration process that needed attention was re-registration of a vehicle while moving to another state," said the Ministry in a statement.

Govt introduces BH series registration mark for new vehicles

A new registration mark for new vehicles-Bharat series (BH-series) has been introduced in August this year. A personal vehicle of this registration mark won't require assignment of a new registration mark when the vehicle owner shifts from one State to another, said the Ministry of Road Transport in Parliament.
Vehicle registration facility under Bharat series will be available on a voluntary basis to Defence personnel, employees of Central Govt/State Govt/Central/State PSUs & Pvt sector companies/organisations having their offices in 4 or more States/UTs, the government informed the Parliament.

This will facilitate free movement of personal vehicles across states/UTs of India upon relocation, said Union Minister for Road Transport and Highways Nitin Gadkari in a written reply in the Rajya Sabha.

The motor vehicle tax will be levied for two years or in multiple of two. After completion of the fourteenth year, the motor vehicle tax shall be levied annually which shall be half of the amount that was being charged earlier for that vehicle.




What is the need for the BH series?

In recent times, the government has taken a host of citizen-centric steps to facilitate mobility. An IT-based solution for vehicle registration is one of them. However, one of the pain points in the vehicle registration process that needed attention was the re-registration of a vehicle while moving to another state.

Station relocation occurs with both government and private sector employees. Such movements create a sense of unease in the minds of such employees with regard to transfer of registration from the parent state to another state as a person is allowed to keep the vehicle for not more than 12 months in any state other than the state where the vehicle is registered. A new registration with the new state registering authority has to be made within the stipulated time of 12 months.

De-registering a vehicle required, No Objection Certificate (NOC) from the parent state for assignment of new registration mark in another state, Assignment of new registration mark after the road tax on pro rata basis is paid in the new state and Application for refund of road tax in the parent state on pro rata basis.

This provision to get refund from the parent state on pro rata basis is very cumbersome and it varies from one state to another. The BH-series registration mark has been introduced to make the transfer of vehicles seamless. A vehicle with BH mark will not require a new registration mark when the owner shifts from one State to another.

The Ministry of Road Transport and Highway has issued a new draft notification proposing new rules to further increase the scope of implementation of the BH series registrations. The new rules propose the transfer of vehicle ownership with BH series registration to other people who fulfill the eligibility criteria as well as to those who are not eligible to get the BH series. Furthermore, to help those who afterward qualify for BH series registration marks, vehicles with standard registration marks can also be converted to BH series registration marks with the payment of the necessary tax.
The draft notification issued by MoRTH said, " Provided that application for registration of vehicle under BH series, opted voluntarily by the vehicle owner, shall be made to any registering authority of the state, in which the vehicle owner has either permanent residence or place of work and the registration mark shall be generated randomly through the portal after verification of working certificate in Form 60 or Official identity card, as the case may be, by the registering authority."


It further added, "Provided further that if a vehicle registered in BH-Series, is transferred in the name of such person who is not eligible for BH-Series, as per clause (ca) or (cb) of sub-rule (1) of rule 47, then such vehicle shall be liable for assignment of new registration mark from regular registration series."

The notification also mentioned, "Provided also that if a vehicle registered in BH-Series, is transferred in the name of such person who is eligible for BH-Series, then such vehicle shall continue to be validly registered under BH series so long as transferee remains eligible for BH series."

"Provided also that if at any time owner of vehicle registered in BH-Series, ceases to be eligible for BH-Series, as per clause (ca) and (cb) of sub-rule (1) of rule 47, then such vehicle shall continue to be registered under BH series for the remaining period for which tax has been paid." the draft said.

Vehicle registrations: Govt tweaks BH series rules

The Ministry of Road Transport and Highways (MoRTH) has allowed the conversion of regular vehicle registrations into Bharat Series (BH) numbers as part of measures to widen the scope of the BH series ecosystem. Earlier, only new vehicles could opt for the BH series mark.

In an official statement, the MoRTH said over the course of the implementation of BH series registration mark rules, several representations have been received towards strengthening the BH series ecosystem.

"Vehicles currently having regular registration mark can also be converted to BH series registration mark, subject to payment of requisite tax, to facilitate persons who subsequently become eligible for BH series registration mark," the statement said.

The ministry has also proposed an amendment in rule 48 to provide flexibility to submit an application for the BH series either at the place of residence or place of work with a view to providing further ease of life to the citizen.

It also said that the Working Certificate to be submitted by private sector employees has been further strengthened to prevent misuse.

To ensure the seamless transfer of personal vehicles across states, last year in September, the road transport ministry had come up with a new registration mark for new vehicles - Bharat Series (BH series).

In this regard, the government had notified a new vehicle registration regime that will free vehicle owners from the re-registration process when they shift from one state/ union territory to another.

"This vehicle registration facility under 'Bharat series (BH series)' will be available on a voluntary basis to defence personnel, employees of central government/ state government/ central/ state public sector undertakings and private sector companies/ organisations, which have their offices in four or more states/Union territories," the MoRTH had earlier said in a statement.
