There are few carmakers which claim the extra ordinary / false mileage figures but those big figures which we read are extracted under different conditions which is not possible on day-to-day life. However, The ARAI figures will be the one which one could think of achieving.

PM to clear car fuel mileage standards

After almost three years, consumers can finally look forward to fuel mileage standards for their cars. The breakthrough came after Prime Minister Manmohan Singh’s intervened to end the long-running feud between the road transport ministry and the power ministry over who would set the standards.
The standards which are expected to be in place by the year-end, will force car manufacturers to phase out fuel guzzling models and give buyers a better deal.

The Bureau of Energy Efficiency, which falls under the power ministry, had initiated the process almost three years ago but it got mired in bureaucratic delays with the automobile industry opposing it tooth and nail and the road transport ministry muddying the waters by claiming that only it could run such a programme. The latter also moved to set up mileage standards based on carbon-dioxide emissions, countering the BEE’s proposal to have standards on simple fuel mileage that consumers would understand and require. Even after principal secretary to the PM, T K A Nair, intervened to sort out the turf war between the two ministries, the programme could not take off with road transport minister Kamal Nath stepping in to block progress for almost a year.
Sources said the PMO had to intervene yet again and the PM recently took the final decision in BEE’s favour. The PMO has now passed an order that BEE will set up the standards for regulating fuel efficiency in automobiles under the Energy Conservation Act, 2001, and would be implemented by the road transport ministry.

While BEE has been asked to consult Nath’s ministry, it will now not be held back if the road transport ministry raises objections yet again.
In what seems to be countering the move, auto industry sources said the sector was planning to evolve a revised ‘voluntary labelling’ programme by the end of August. The standards programme, on the other hand, is expected to also set up mandatory standards that would force the industry over time to produce cars that give better mileage. The labelling scheme the BEE proposes, unlike the one by the industry, would tell buyers how each model fares when compared to others. Source - Economictimes

Almost after the two years, this news has revived up finally. The Bureau of Energy and Efficiency has announced the Fuel Efficiency labelling policies and it’s ready to go. Initially the labelling will be voluntary but from March 2012 onwards, it will become mandatory for all car manufacturers.

Good to know that the idea didn't get buried. However i feel that ARAI tests are pretty much accurate and give a clear idea of the fuel efficiency of the car. These figures are usually close to the real time FE figures.

If this rule is made mandatory it would benefit companies like Maruti Suzuki a lot. For them mileage has always been the USP and then they can proudly mention their advantage over others. Whereas other like GM would be a worried lot.

Great to know about the improvement here.
I would like to disagree with you about the ARAI figures. The mileage is under all normal circumstances, finding those kind of circumstances/ roads is a rare sight.

Soon, cars will have stars to show fuel efficiency

At a time when fuel prices are burning a hole in the common man's pocket, preliminary estimates have found that in India, only 9% to 16% car models are energy efficient. A consultation paper recently released by the Bureau of Energy Efficiency (BEE) to set fuel efficiency standards for car models pointed out that the average weight of cars sold every year in the country was increasing and there has been a three-fold rise in the number of cars over the last decade. "If the trend continues, in 2020, it would increase to over 5.5 million per year and the total stock in the country would exceed 45 million. The annual fuel requirement would then be in excess of 25 million tonnes of oil equivalent," the paper warned. It revealed that with the increasing weight of cars, the fuel consumption per 100 km was not reducing.

Preliminary estimates made in the paper state that of the total 330 car models in India, 32 fell within 5-star category-assumed as the most fuel efficient while 52 fell in 4-star category, comparatively less fuel efficient. As per the BEE's assumption, cars in 5-star category are those which roughly consume up to 7 litres of fuel for 100 km. Those consuming between 7 and 9 litres fall in 4-star category whereas those between 9 and 11 litres per 100 km belong to the 3-star category. Cars consuming 12 litres of fuel for 100 km and beyond are in the 1-star category. Primary findings suggest that 105 car models fall in the 3-star category while 69 models belong to the 2-star category. In the 1-star category, there are 72 models. Thus, there are more number of less fuel efficient cars than efficient ones. Considering the market of car models (falling in different star categories as per BEE's preliminary assumption) in thousands, the sale of 1-star and 5-star models assumes the lowest between 62 and 72 vehicles per 1,000 vehicles. The sale of four-star car models is the highest at 625 in 1,000 vehicles. However, the 2- and 3-star categories are selling at 535 to 585 cars among 1,000 vehicles each, making it difficult for the country to meet the fuel efficiency target.

"In view of the expected tripling of cars in the next decade and considering national import dependence on petroleum in excess of 70%, besides the declining urban air quality due to increasing fuel consumption, it is important to provide strong signals to both car manufacturers and users of the need to reduce the average fuel consumption of new cars," the paper stated. The BEE now aims to introduce medium and long term fuel consumption standards for new cars which would provide a regulatory signal to manufacturers to continuously reduce the average fuel consumption of cars sold by them over the next 10-year period. "Similarly, labelling of cars in the market will help consumers know the fuel consumption of a car model and the relative fuel consumption of another model in the same weight category," said the BEE paper. With this technique, BEE hopes to achieve the reduction in fuel consumption per 100 km from the present 6 litres to 5.1 litres by 2016 and up to 4.4 litres per 100 km by 2021. Vimal Shah, an automobile expert attached to Western India Automobile Association (WIAA), said though the government is working in the right direction, it should come up with an effective road infrastructure plan because more fuel is wasted during traffic jams. "The smooth flow of traffic in which cars can attain maximum mileage should be the top priority. Other countries have such norms for manufactures but have better roads too," he said. WIAA executive chairman Nitin Dossa welcomed the move. "It's a good sign as it will not only help save fuel and reduce pollution but people will also get a product of their choice. This is going to be a good move. Like we have power saving in electronic items. Cars will also have the same rating but the issue is that would be based on ARAI ratings and again ARAI FE is under ideal conditions. I would love to see user feedback given as a main consideration to determine real world data.

Bureau of Energy Efficiency to soon finalise fuel efficiency norms for cars

After hanging fire for many years, the fuel efficiency standards for cars are being finalised and a decision is likely to be taken soon by Prime Minister Manmohan Singh.

The Bureau of Energy Efficiency (BEE), under the Ministry of Power, has prepared the final draft of proposed fuel efficiency standards for passenger cars after extensive deliberations.

"The guidelines are nearing finalisation... There is a broad consensus (among various stakeholders)," BEE Director General Ajay Mathur told PTI. Another official in the know said the final draft was sent to the Prime Minister's Office (PMO) recently.

"There has been inter-departmental differences... After discussions with stakeholders, there has been some kind of consensus on the proposed standards. "Following the same, the final draft was recently sent to the PMO... We expect a decision to be taken soon," the official said.

Initially, there were disagreements on which entity would award the star ratings that would indicate efficiency levels before deciding on BEE.

The Ministries of Power, Heavy Industry as well as Road Transport and Highways were also involved in preparing the guidelines. The Society of Indian Automobile Manufacturers (SIAM) were also consulted. When contacted SIAM Director General Vishnu Mathur said: "We have already given in writing our agreement to the consultation paper in February this year. We are awaiting for a notification of the same."

As per a consultation paper floated by the BEE late last year, medium and long term fuel consumption standards for new cars would provide a regulatory signal to manufacturers to "continuously reduce the average fuel consumption of cars sold by them over the next 10-year period".

SIAM members have been disclosing the fuel economy of cars voluntarily.

Mileage labels Mandatory From 2015

Indian government has decided that cars sold in India will have mileage labels that will be certified by the them.But this will start only in 2015.Apart from the labels and their will be a target for continuous improve in the efficiency.The label will give the customer an idea of the mileage the vehicle under standard test conditions and will compare with car in the same segment.At the moment, the top ten manufacturers with combined sales of over 96% of the market have an average fuel efficiency of 16.42kmpl. By 2015, this will be improved to 18.15 km per litre and by 2020, this will have to be ratcheted up to 20.79kmpl on average.
After 2015 manufacturers will not be allowed to sell models that fall below the government's 'one star' rating forcing the companies to produce better cars. The way the standards are defined the companies would have to ensure that they sell enough efficient cars that they meet the corporate fleet average standard set by the government for 2015 and then for 2020.

Documents prepared by the government show that manufacturers like Daimler AG, Mahindra & Mahindra, BMW, Nissan, Audi, Toyota, Hindustan Motors and Volkswagen would have to do a lot to bring their variants and models to conformity by 2015.To catch up with the 2020 standards, almost all manufacturers would need to upgrade technologies and even the small and medium car manufacturers such as Maruti Suzuki and Hyundai Motors would need to bring in technological improvements.

Violation of the norms by auto manufacturers would lead to penalty up to Rs 10 lakh and a further penalty of Rs 10,000 for each subsequent day of non-compliance with an upper cap of Rs 46 lakh. Cars that do not conform to the labels put on them could also be ordered withdrawn from the market by the government.

incase you approach them with FE problem , they will blame your driving style and you will get a stupid driving lesson free of cost.
