A small idea from my side. If the Smps fan works, and there is no beep from ur motherboard, then check the small battery in the motherboard. it maybe dead, open it up, check it and change it...

It is known as CMOS Battery. It is used to save the BIOS settings and Date and Time. So, I dont think CMOS battery is the culprit here..

Hmmm get it done soon then , i think it costs around Rs.600 here in Chennai(not sure)!
