Rayzer Auxiliary Lights

hi guys i saw an ad in the ebay for rayzer light. could it be possible that the product is that good? it is an axillary HID light that can be mounted on the windshield.

my doubts are
1. will the passengers be affected in the form of a. light, b. heat or any other gaseous release?
2. won't it throw light on the hood?
(it does have an auto cut off when oncoming vehicle is detected.)
3. is it legal?
4. most important is the price worth?

i searched using the keyword but couldn't find any reference.

A friendly seller has this in stock.
i was initially shocked to hear the price , but no idea of performance.

And on top of that , if you are lucky it will go well with most of sedan , else you need to buy the adapter for windshield and light and that cost even more.
