Automakers will soon deliver cars fitted with number plates.

Vehicles will soon come fitted with number plates and the cost will be included in the four-wheelers' price, Union Minister Nitin Gadkari said. At present, a vehicle license plate — which is attached to vehicles bearing its official registration number, commonly known as "a number plate" — is procured by various states separately from designated agencies. "We have taken an important decision. Now, manufacturers will fit the plates and embossing will be done later through machine," Road Transport, Highways, Shipping, Water Resources and Ganga Rejuvenation Minister Gadkari told PTI.

Naturally, the price of the plate will be included in car's cost and the consumer will get some relief, he said. The minister said the new technology number plates were intended to bring relief not only to consumers but also to bring in uniformity across states as each state used to buy these plates earlier. The prices for number plates procured by states ranged from Rs 800 to Rs 40,000, he said. At present, the the licence plate (number plates) number is issued by the district-level Regional Transport Office (RTO) of respective states.

Also, Gadkari said that there would be no compromise in terms of security as far as vehicles were concerned and such norms will be same for all models be it economy or luxury."We will not compromise with security.... what security norms we have done for economic models, same is for luxury and SUVs," he said. The government has recently made it mandatory for all cars manufactured after July 2019 to have air bags for drivers and seat-belt reminders besides speeding alert systems beyond 80 kmph and sensors for reverse parking to avoid accidents.

I don't understand how this is going to help, unless the number plates have a chip or a mechanism, with which the VIN number of the car can be read. More than the shape of the number plates, the font and the way number is written is the more common violation.
After this, the number plate will still need to be removed and embossed and fitted back. The sizes are mostly standard, and I do not see how this is going to improve the security.
If they are planning to put a chip inside the number plate, which can be detected by readers in traffic signals, then it may help easier reading during violations. One of the major problem with ANPRs is that it is not able to read some of the illegal fonts used in cars. Also, many use number plates written in regional languages, which is again illegal. A RFID like chip inside the number plate, which gives the VIN number of the car would be helpful for detecting violations.

According to the notification given by the MoRTH, dealers will be supplied with the HSRP (including the third registration mark) by the vehicle manufacturers, along with the manufactured vehicles, on or after the due date. The dealers shall then place a mark of registration on such plates and affix them on the vehicle.

While moving to HSRP is a great move, I do not understand the relevance of adding more windshield stickers to a car. The third license plate here for example is just adding to the number of things we have to stick on the windshield.
First we have fastag, then a separate manufacturers RFID, and now this license plate.
Instead of having so many separate stickers, MoRTH should work on integrating them to one single chip/sticker.

Thiruvananthapuram: High security number plates have been made mandatory for new vehicles from April 1, 2019. All motor vehicles should be fitted with
tamper-proof high security registration plates (HSRPs) to protect against counterfeiting and this has to be ensured by the vehicle dealers, union ministry for road transport and highways said.

The government has not made HSRPs mandatory for the existing vehicles. However, manufacturers or suppliers of HSRPs, will supply the HSRP for old vehicles after placing the registration mark if demanded. But the expense should be met by the vehicle owner.
