Delhi To Enforce Odd-Even Rule From 13 – 20 November

The odd-even rule is back in Delhi owing to the increasing pollution, in addition to the recent ban on BS-III (Petrol) and BS-IV (Diesel) Vehicles. The odd-even rule will come into effect from 13th – 20th November 2023.
  • On odd dates, vehicles with registration numbers ending in 1, 3, 5, 7 and 9 will be allowed to ply. On even dates, vehicles with registration numbers ending in 0, 2, 4, 6, 8 will run.
  • Note that VVIP, Emergency and Electric Vehicles are exempt from this rule.

The Odd-Even Vehicle rule is set for a return to Delhi. This decision comes as the National Capital Region (NCR) struggles with a severe surge in air pollution. Gopal Rai, Delhi's Environment Minister, made this announcement following a meeting in the capital on November 6. The rule will be reinstated from November 13 and enforced until November 20.

This regulation allows vehicles with registration numbers ending in odd or even digits to operate on alternate days. While there is no specific data to conclusively prove its effectiveness in reducing pollution, Delhi's air quality issues are primarily attributed to factors like stubble burning in neighboring states. Critics have argued that the Odd-Even rule alone may not significantly impact pollution levels, as a 2019 Central Pollution Control Board study found multiple factors at play.

On Monday, Rai held a press conference where he announced, “The decision has been taken as after Diwali, pollution may rise further. Odd-even will come into effect a day after Diwali, for a week’s time, so from November 13 till November 20. After that, based on the pollution levels prevailing in Delhi, further decisions can be taken."

The odd even rule should be applied to every vehicle, including all forms of electric vehicles. It is not just the polluting vehicles that cause the problem. The total volume of traffic, in a grid locked city is the real issue. ICE vehicles cause the pollution, but the level of traffic causes these vehicles to emit excessive levels of pollution due to traffic jams, stationary traffic idling, stop start low speed driving etc etc.
The odd even rule has been tried since 1984, in many cases it resulted in wealthier families just buying a second car, or replacing their existing second car with a suitably registered vehicle.
Public transport should also be free.

Quick update: The Delhi government has postponed the implementation of the odd-even car scheme as there has been a notable improvement in air quality due to rain.
