For a long time, bright aftermarket headlamps have remained a menace on the Indian roads. Traffic Police often let go of vehicles with bright aftermarket headlamps because of the absence of a device to measure the intensity of such headlamps. Kerala Motor Vehicles Department (MVD) has now decided to deploy lux meter to measure the intensity of such vehicles and issue a fine to the owners.

Its not the Bright Headlamps. Its the Morons driving in High beams.

Infact, bright headlamps add irreplaceable safety and comfort (to your eyes) During night drives.

Is there a specified level for lux levels in the Motor Vehicles Act? I guess it should be based on wattage and wattage of head lamp bulbs should not exceed 60. Can anyone throw some light! on this issue?

Indeed needed, some may argue even Mercedes, BMW,Audi etc have these kind of lights , but kindly note , those cars have the setups focussed accurately onto road not onto oncomers.

Toyota Innova Crysta- Its headlight should be redesigned, as it severely blinds the oncomers.
Also adding 2 wheelers like Dominar, Activa(latest gen) , which have LEDs , but severly strains oncomers eyes. (Old gen activa , didn't have any issue with regular halogens , this is merely introduced as showoff).

Even there are some , who change their Fog into Projectors (I don't understand , fog is not meant for focussing , it should be spread )

Nice move by authorities concerned.
