The law has not been passed as such and still under consideration. This was just a proposal. So for now, we can still remain calm.

Government of India revokes ban on private vehicles over 15 years old

this should ring in as good news for people who own or collect old cars and motorcycles. The Government of India has announced that there will be no ban on private vehicles that are older than 15 years. However, it proposes to reduce the time gap in between fitness for said vehicles to three years from the earlier gap of five years.

The National Green Tribunal had passed an order on November 26, 2014 that ordered banning of all passenger vehicles over 15 years old. The road transport and highways ministry believes that instead, there should be stricter implementation of the Motor Vehicles Act 1988 that mandates awarding fitness certificates to vehicles after periodic checks have been conducted by competent authorities. The government also plans to make it necessary for private vehicles to undergo checks once in five years.
This essentially means that owners of private vehicles can continue to ply their vehicles on Indian roads as long as they have an up to date fitness certificate. However, for commercial vehicles, the government proposes to set an age limit since they are prone to higher levels of wear and tear.

15 year old rule must for commercial vehicles due to following factors

1) Commercial vehicles usually finish their life span within 10 years. If they are run more that 15 years then there is serious inefficiency issue. Not good for society as a whole.

2) Good auto which cannot carry that load is made to carry the load which eats more fuel frustrates drivers following them.

3)Illegal contraptions, old pollution engines , modifications make these dangerous

Two stroke bikes are still being used which are either polluting needs to be checked.
Cars are less polluting as they are made with better technology

^^There is an opposite side also. I think we have to do serious discussion about this.

1. Many of the commercial vehicles running more than 10 years may not be using stock engine or may not be stock body parts.
2. owner will stop maintaing the vehicle nearing end of life and condition of these vehicles will be very bad especially on last year.
3. Once they banned, half of the vehicles running currently may go out of road due to near or over these age limit and there will be shortage for vehicles at least for some time and transportaion charges will get higher due to this.

these are just my guesses and may be wrong. We can discuss.
