Surely a Honda car brake shoe will never worn out so soon. Kindly get your money back from the service or tell them to reduce it for the next service.
We owned an Amaze diesel 2014 may and the discs and pads were replaced at 14000. The replace6pads only lasted 20000kms and had to be replaced again. So it could be a similar case with you.
