Fork Oil Change?

Do front fork oil need to change , fork gets stiffer with time ?
whats the need to change fork oil , manual says every 2 years or 30000 kms. mine is 39000 kms and never changed.

What about valve clearance , locals mechanics not ready to adjust it saying it does not need , Manuals says every 2000 kms , check and adjust if necessary.
