It can be termed as priming pump. Well, someone told me earlier, this button is to reset fuel system in case of an accident. As a safety feature, the fuel system shuts off in case of any hard impact/ accident. Dont know what is true!! Both ideas sound legit.

It could be the thing but there should not be any air lock, at least this is what fass people told me that there won't be any air lock under any circumstances in punto, that is why there is no pump in my car. As vista uses same engine i assume there should not be any need of pump in vista either.
But as you pointed out there is an electronic fuel cut in case of impact/accident.
