Bus driver in floods

In the recent incident of chennai floods, somewhere in the outer bye pass road between tamabram and madurayouvul a bus was wading through a windshield deep water. call it a heroism, talent or risky?

I think this is a wake up call to all the metro cities in India not to overcrowd the city centres for whatever reasons & a wake up to the govts to develop the outskirts of cities (by providing electricity water and roads) on a rapid scale so the population can spread out to the outskirts and leave abundant open wet land or catchment areas or lakes in all areas else most cities are at risk of such a situation.
