Are there Limitations for Building Skyscrapers above a certain
Height ?.

Will there be special design considerations for elevators for Skyscraper buildings ?.

Factors like Load capacity, Elevator Speed has to be considered for designing elevators for Tall Buildings ?.

As a example from Ground floor to reach to the Top Floor of the Building might even take 10-15 minutes or more and vice versa ?.

The Load carrying capacity for elevators will be less for skyscrapers on a safer side ?.

Yes there are, a bit toughening of standards, that's it.

Will there be special design considerations for elevators for Skyscraper buildings ?.
With distance, everything else increases straight from cable tension to electric motor capacity.

Factors like Load capacity, Elevator Speed has to be considered for designing elevators for Tall Buildings ?.
Elevator speed is a very important factor here. Go through the requirements of cable tension(see what safety factor you want), adding to that higher the speed higher will be your power requirement and adding to it, you need to take care of the counter weight you take.

The Load carrying capacity for elevators will be less for skyscrapers on a safer side ?.

Considering the safety factor, as much I remember it is taken around 4 times of the short traveling elevators, you need to have either the ones with rated higher capacity(require bigger duct, more power consumption and hence pricier option) or the ones with lesser load carrying capacity.

BTW, have you taken the expected number of users into account for the running?

what is the maximum height (feet) for safety limits to which above the skyscraper floor construction could be stressful to the skyscraper ?.

Is this law holds true ?.

The Load carrying capacity of a Elevator is inversely proportional to the Building's Height ?.

i.e. Less Building Height = More Elevator Load capacity.
More Building Height = Less Elevator Load capacity.
