Unidentified Yellow Color Stuff on Front Right Wheel

(Hopefully I'm posting in the right section else Mod please move this thread to the appropriate section)

Today during a drive session I found some un identified yellow substance hanging from my Car which is MS Ritz D.

It is hanging from the Right Front wheel - There is no such things in Left front wheel.

My question to experts,

Are those some kind of liquids used in that portion of the wheels and now it leaked ? Or Is it normal ?

Seems to be a piece of cloth might be used during maintenance or picked up on the way.

Yes it seems nothing - they just spray some water and it go away. Some plastic things.
