my brothers wagon r is will be one year old coming April bought last year in Delhi

due to job change he is moving to mumbai

apart from NOC from RTO does he require anything else ?

does he need to pay TAX in Mumbai and is it mandatory for Delhi registered numbers ?

NOC is must which you have taken care of buddy, rest nothing is needed. Road tax is paid for 15 years and in one time during purchase of the vehicle. Repayment of road tax is needed if the vehicle is being sold in other state which I hope is not the case.

You are taking NOC means you are getting no objection to reregister in other state.You need to apply with NOC for the reregisteration in new state within 6 months to 1 year otherwise RTO will ask for fine or tell the NOC is expired. To reregister you need to pay the road tax (life time tax on most states) in the new state.
