Self Registration Of New Car at RTO, Pune

I am planning to purchase a new car.
But, in the quotation, the dealer has mentioned an amt which is almost 10% of the cost of vehicle.
On further prodding, they gave a breakup of 9% of cost of vehicle + Rs 6000 for RTO "commission".

While as on the RTO Site, it is given as 7% of the cost of vehicle.

So, I am not sure if it is 7% on cost of something added to ex-showroom price quoted by dealer, or it should be 7% of ex-showroom price ?

And 6K, i believe is on a higher side even from RTO agents perspective which dealer is charging.

On car price of 7.7L, 3 % is cool Rs, 23,000.

So, anyone has experience of doing self registration of a New Car at Pune RTO ?

Ok. Now I am not sure RTO site is updated.
It seems the new registration is 9% and not 7%. See below.

Back here in kerala the road tax is 6% of the ex-showroom price and a 500k fee on registration+100k for cess,
but for registering the vehicle ourselves the dealer must take a temporary registration which costs a 100k,
along with the insurance and all other papers,we personally
can register a vehicle.
The dealer may charge you a min of 4000k as handling charge and registration fee for permanent reg and a 2000k for the temporary reg.
They are charging us high as the actual charge for permanent reg is 600 + road tax(6% of the ex showroom price)
and for temp reg 100k(tax need not be remitted for a temp reg)
