I just came across an arcticle in GSMarena.com which is basically a Smart Phone related website. But was surprised and happy to see a news/blog based on automobile.
The article says that , the headlight designed by Carnegie Mellon scientists will reduce the reflective nature of the rain drops during heavy rain. It also has a sample video to illustrate the actual amount visibility gain. and the result looks impressive.

Anyone who has a better understanding of how this works , please share your thoughts. And if this can be partly(even 10% is a good amount) implemented by DIY. It would be great help for people who drive in monsoons.
