Actually we wont be selling the car, it would be with us for loooong term as you said.
petrol is preferable as many petrol cars fit in budget, moreover we wont be driving much and maintenance of petrol is said to be on the lower side.
After March means a hike after union budget most probably. But as you have decided after March, please be ready to spend little bit extra but make sure you buy 2014 manufctured car, no way a 2013 manufactured car. If you are buying a petrol car, make sure you negotiate a lot during buying (diesel cars are not much negotiable during buying). I would suggest you to go for Maruti/Hyundai cars. Tata Petrol not good, other companies like Honda/Toyota are not having many service centres which I personally won't be comfortable with to advise anyone. Between Maruti and Hyundai, Maruti cars are cheaper to buy and manintain.
Go for Swift LXi. At Phagwara, it'll come around 5L on-road with all accessories if you can save on insurance. Go for Nationalised Company Insurance, you will be able to save a big buck. Dealers may not agree with that, buy the car with dealer's insurance to get a better deal, then you buy insurance from nationalised company (eg, National Insurance Co. which is good), cancel dealer's insurance by visiting insurer's office and providing photocopy of nationalised company insurance. Within two week's time, you will get alomost all the money you had paid to dealership for insurance, that's a good, tried and tested method to cheat those cheat dealers (not something unethical I think).

But Insurance amount will vary and dealership would add few more charges, but negotiate to get a better dealer.
If you don't want hi-fi accessories, power window, I think Swift LXi would be the best deal for you.
I am attaching here Swift LXi brochure for your quick reference. Hyundai i10 of this segment would cost you a bit more and quite costlier to maintain.
