Seeing accident due to fog, i plan to buy fog lights for maruti dezire .

Get from MASS or aftermarket. Simple.

Fog lights in Dzire aren't that powerful anyway. So better would be to get powerful bulbs in the headlight which would also aid in fog.

Yes fog light colour should be yellow; which helps cut through adverse weather conditions unlike white colour. Fog lamp illumination is not great by default in Dzire. So output even with yellow light won't be much.

For foggy conditions, get a transluscent sheet of yellow colour and stuck it over your headlamps. It will be more than enough and quite a common practice in Delhi.
